Welcome to Rwenzori Anti-Corruption Coalition (RAC)  whose  area of Operation is Kabarole, Fort Portal City, Kasese, Bundibugyo, Bunyangabu, Kyenjojo, Kamwenge,  Kitagwenda, Ntoroko and Kyegegwa.

Our Mission: is to contribute to poverty reduction in the Rwenzori region By empowering citizens to expose and cause action against corruption.

Our Vision: is a just and corruption free society.

  • To sensitize the people on their rights, entitlement and responsibilities with regards to public expenditure.
  • To obtain reliable information on publicly funded activities/projects and support the communities to obtain the skills that will enable them to use the information to monitor their implementation.
  • To support the communities to effectively follow up publicly funded activities/projects that are not being properly implemented in order to make sure that appropriate action is taken.
  • To gather, share and analyze information on practices that lead to bad governance in public sector so as to map out strategies for action to fight corruption.
  • To lobby for the formulation and implementation of policies that is aimed at eradicating corruption at all levels of Government and within the NGO sector.
  • To serve as a forum for the anti corruption activists in the region in which they obtain mutual support and protection while undertaking their legitimate tasks and duties in lobbying for good governance and advocating for action aimed at fighting corruption
  • Awareness creation and information sharing on corruption in the delivery of services.
  • Mobilize communities to resist corruption in all its forms
  • Monitoring  and tracking of public expenditure
  • Capacity building for community public expenditure monitors to track service delivery
  • Carry out analytical research on the poverty eradication policies and intervention
  • Expose and follow up of cases of corruption identified in the delivery of services
  • Lobbying and advocacy for pro-poor policies and actions at all levels
  • Provide a forum and support to anti corruption activists to meet and map strategies of fighting corruption in their society
  • RAC networks with both Civil Society and Government anti corruption agencies like Local Governments of Rwenzori region, the RDC’s office, the Regional IGG, CID, Regional; police commander and Inspector General of Police to expose and again support for cases of corruption identified and followed up. RAC is also a member of the District Integrity Forum.
  • RAC organizes public campaigns on specific issues and cases of corruption as exposed by the communities. These campaigns take the form of public dialogues at SubCounty, District and Regional level. Once a year RAC joins the rest of the country to mark the Anti Corruption Week which is organized under a specific theme.
  • Documentation of RAC’s anti-corruption work.

This has been a new concept introduced to RAC mainly acting as mentors to the branches. They bridge the gap between branches and Secretariat and work in coordination with the District Coordinators. There are two or three CPFs per District where RAC operates each over seeing two or three Sub Counties Branches.

The hierarchy of RAC is completed by the monitors at branch level who are very crucial in the fight against corruption since they do the monitoring at grass root level in the communities where they live. RAC operates in six Sub Counties of each District in the Rwenzori region. In total RAC operates in 30 Sub Counties with over 450 monitors on ground.

 Annual General Meeting

The Annual General Meeting is comprised of member organizations and branch representatives. It is the supreme body of this coalition and sits once every year with a responsibility of electing the executive committee, approval of policies, considers annual accounts and appoints auditors.

Executive Committee

The executive committee sits at least once every quarter and is responsible for making policies and regulating the general operations of RAC.

Sub Committees

RAC Executive has two Sub Committees each mandated with various roles as highlighted below.

a)   Finance, Planning and Administration Committee

This committee is mandated to

  • Study and recommend appointment of staff.
  • Review staff performance and recommend capacity building
  • Consider budget.
  • Handle personnel matters including staff discipline and relations

b)       Policy, Programs  and Advocacy  Committee

This committee is mandated to:

  • Analyze and recommend work plans to the Executive committee
  • Monitor the implementation of activities
  • Develop RAC policies and recommend to the executive committee for approval
  • Review activity reports and plans.

 

Secretariat

The secretariat is responsible for the day to day running of the organization and implementation of all activities. It is headed by the Coordinator who oversees all the activities and coordinates the various staff members.
